A refusal arrives as a conclusion. Behind it there is always a person, a criterion and a process, and none of the three are usually mentioned in the sentence that delivers it.
It turned out to be one criterion, and the criterion had an exceptions process that nobody had mentioned because I had not asked.

Sometimes the answer to all four is that the decision is final and correct. That is a real outcome and worth reaching quickly, because it releases the months that would otherwise be spent pushing on something that does not move.
